THE volume on which the reader is here entering closes he session of 1804-5. In the Appendix will be found the Reports, entire, of the Select and Secret Committees upon the 10th and 11th Reports of the Commissioners of Naval Enquiry; documents preserved, as the Editor believes, in no other work. To these are added the Accounts relating to the resources of the nation; being a regular continuation of the series to be found in the First and Second Volumes of this work. These Documents are, of course, exact copies of those laid before parliament; but they will be found in no other publication, and the Editor is certain that they will prove eminently useful and convenient to the reader; to whom, indeed, if his attention be seriously turned to subjects of Political Economy, they are indispensably necessary.—It is hoped, that this will be thought not an improper. occasion for the Editor to remind his readers of the promise which, at the outset of the work, he made, of rescuing the Proceedings of the British Parliament from the disgrace of a slovenly and unintelligible mode of publication-a promise, which he flatters himself he shall be regarded as having fully performed.
