Senator Knowland, I think due to the fact that your time is short and the hearing has been allotted only an hour and 15 minutes and that you are thoroughly conversant with the procedure used in California by the water-resources board and the flood-control conference, I will refrain from making a general statement and let the witnesses have the time.
