PLAN

For Circulating and Paying for the Annual Report of the State Society, hereafter.

As this yearly document will contain a complete history of the temperance reform for each year, with a list of all the county and town societies, and will be, it is hoped, of increasing interest, it is suggested, that all town societies should, when they report to the county societies, state a sum for purchasing the report. The county societies might communicate to the State Society the whole subscription in the county; and the full value of such subscription to be held subject to the order of the county societies, in reports, at $10 the 100. In the report, each county would see its proceedings recorded, as well as the operations of the other counties in the state.

CONSTITUTION

OF THE

NEW-YORK STATE TEMPERANCE SOCIETY.

ARTICLE I. The society shall be called "The New York State Temperance Society," auxiliary to the American Temperance Society.

ART. II. The society, at its commencement, shall consist of the officers and members of temperance societies in this state, now present, and of the officers and members elected at this meeting; and hereafter, of the officers for the time being of the several temperance societies in this state which shall become auxiliary to this society, with the delegates sent by them to attend its annual meetings, together with such additional members as the society may elect from time to time: Provided always, That the members thus chosen are regular members of a local temperance society.

ART. III. The society shall meet annually in the city of Albany, on the last Tuesday of February; and shall choose, by ballot or otherwise, a president, eight vice-presidents, (one from each senate district,) a recording secretary, a treasurer, an auditor, and an executive committee of seven members.

ART. IV. It shall be the duty of the president, or in his absence, of one of, the vice-presidents, to preside in all meetings of the society; and to call special meetings at the request of the executive committee.

ART. V. It shall be the duty of the executive committee to carry into effect all votes and orders of the society, and to take proper measures for obtaining the funds necessary for accomplishing its benevolent designs; to appoint a secretary and general agent, and as many other agents in different parts of the state, as they shall judge most conducive to the great object of the society; to draw orders on the treasurer for the payment of all monies which they may expend for the purposes above mentioned and in general, to perform all other duties, not inconsistent with this constitution, which they shall deem necessary for promoting habits of tempe rance to the greatest extent. Of their proceedings they shall make an annual report to the society.

ART. VI. It shall be the duty of the secretary, under the direction of the executive committee, to maintain a correspondence with each of the auxiliary societies in the state, and to take measures for the formation of others, in each of the cities, towns or villages where none have yet been instituted; to make appropriate communications, by pamphlets, correspondence or personal interviews, to ministers of the gospel, to physicians

and others, and to consult and co-operate with them in urging forward a reformation in relation to intemperance; and in general to labor by all suitable means, and in reliance on the Divine blessing, to cause temperance, with all its attendant blessings, universally to prevail.

ART. VII. Those local temperance societies in this state, which shall transmit copies of their constitutions, annual reports and addresses, to the secretary of this society, or shall send delegates to attend the annual meetings of the society, shall be admitted as auxiliaries.

ART. VIII. The secretary shall transmit to the parent society, copies of this constitution and of the annual reports of the society, and shall maintain a correspondence with that institution; and as far as practicable and proper, the secretary and executive committee shall yield their aid to uphold and extend the temperance cause throughout the Union and the World.

Form of a Constitution for an Auxiliary Society.

The following form of a constitution for auxiliary societies has been usually adopted in this state. With a little alteration it may be adopted for either county or town societies. Town associations should of course be auxiliary to their county society. Article 1. This association shall be called the Society for the promotion of

temperance, auxiliary to the New-York State Temperance Society.

Art. 2. Any person subscribing this constitution shall be a member of this society; and any member can withdraw from this society by leaving with the secretary notice of his determination.

Art. 3. The members of this society, believing that the use of intoxicating liquors, is, for persons in health, not only unnecessary but injurious; and that the practice is the cause of forming intemperate appetites and habits; and that while it is continued, the evils of intemperance can never be prevented-do therefore agree, that we will not, except as a medicine in cases of bodily infirmity, use distilled spirits ourselves, or procure them for the use of our families, or provide them for the entertainment of our friends or for persons in our employment; and that in all suitable ways we will discountenance the use of them in the community.

Art. 4. The officers of this society shall be a president, vice-president, secretary and four directors, who shall together constitute an executive committee, to transact all necessary business of the society between the annual meetings, and adopt all such measures as in their view may tend to promote the object of the society. They shall make an annual report of their proceedings to the society, which shall also be transmitted by the secretary to the secretary of the State Society.

Art. 5. The annual meeting of the society, for the election of officers and the transaction of business, shall be on
